It is important that as many residents hear this important debate.
Councillors are determined to press ahead with the adoption of the Officer’s Recommendation to put the four Transport Oriented Development (TOD) alternative scenarios on public exhibition leading up to Christmas 2024.
FOKE received a reply that the Extraordinary Meeting would proceed.
Below is an initial preview of the TOD alternative scenarios however a new alternative scenario is expected to be added by Cr Sam Ngai at the Extraordinary Meeting on 30 October 2024.
The Council resolution identifies two primary objectives for the studies and scenario analysis:
- to retain and protect Heritage Conservation Areas (HCAs); and
- to improve urban canopy outcomes.
These alternative TOD scenarios will identify areas where the dwelling yield required by the TOD can be shifted or relocated away from Heritage Conservation Areas and areas of high canopy cover to other areas that have been assessed as being suitable locations for increased densities especially commercial areas within the town centres.
The recommendation fulfils the 8 May 2024 resolution, to place on exhibition alternative TOD scenarios so that community engagement can be reported back to Council in February 2025. (see Timeline page 2).

It is believed that an additional scenario will be moved by Cr Sam Ngai that aims to protect all HCAs and high-value environmental areas by transferring dwellings from these areas to commercial centres. To limit building heights in smaller centres, dwellings are transferred from Killara to Gordon, and from Roseville to Lindfield.
FOKE understands the new scenario aims to further limit centre building heights, with some dwellings shifted to new residential areas within 400-800m of stations.
