At the Extraordinary Meeting of 30 October 2024, a fifth scenario was added but the map for this is yet available.
The fifth scenario will be available when it is placed on public exhibition in mid November 2024.
Therefore, at this stage there is a discrepancy between the scenario maps tabled at the Extraordinary Meeting on 30 February and the final numbering of Council to exhibit five scenarios as outlined on the Council website:
- Scenario 1– the NSW Government TOD scheme
- Scenario 2a – protects most HCAs and high-value environmental areas by transferring dwellings from these areas to commercial centres
- Scenario 2b – limited protection of HCAs, limited protection of tree canopy and largely within TOD boundaries
- Scenario 3a – protects all HCAs and high-value environmental areas by transferring dwellings from these areas to commercial centres. To limit building heights in smaller centres, dwellings are transferred from Killara to Gordon, and from Roseville to Lindfield
- Scenario 3b – all the same outcomes as Scenario 3a, however to further limit centre building heights, some dwellings are shifted to new residential areas within 400-800m of stations
Scenario 1 – The NSW Government’s Transport Oriented Development (TOD)
- Rezone areas within 400m of Roseville, Lindfield, Killara and Gordon Railway Stations for apartment buildings between six and nine storeys in height.
- The existing controls in the Transport Oriented Development will be RETAINED.
- Allow for the demolition of 410 homes in Heritage Conservation Areas (HCAs)
- Allow for up to 141 heritage items to be surrounded by high-rise development
- Place development in highly sensitive environmental land
- Cause unfair impacts on some property owners by placing owners of low-rise areas directly alongside sites zoned for high-rise unit blocks.
Scenario 2
- 25 storey residential high rise in Gordon
- 10 storey residential high rise in Killara
- 15 storey residential high rise in Lindfield
- 12 storey residential high rise in Roseville
Scenario 3a
- 45 storey residential high rise in Gordon
- 15 storey residential high rise in Killara
- 35 storey residential high rise in Lindfield
- 25 storey residential high rise in Roseville
Scenario 3b
- 20 storey residential high rise in Gordon
- 6 storey residential high rise in Killara
- 15 storey residential high rise in Lindfield
- 8 storey residential high rise in Roseville
